I just ran some numbers based on that info and if we lived in some sort of peacetime Utopia, the US could give $10.82 a month to everyone below the poverty line.

OR

I looked up the 2009 Federal budget. If the war averages $144 billion dollars this year thats more than double the Federal education budget ($67 billion). Insane!

I understand in actual practice this would never work. After all, war costs also figure in soldiers' salaries which would be paid even in peacetime. Regardless, just think of the possibilities?!

Ugh. Why are humans so pissed off at one another?
